Roger Conley

Roger Conley organized the Warfield Collaborative in 2012 to restore for reuse the beautiful, early 20th Century buildings of the Warfield Campus in Historic Sykesville, MD and create a mixed use development of commercial, retail and compatible uses to enhance the community. The complex transaction closed in June, 2018 under a new company structure designed to facilitate the restoration and development of the varied uses for the site.

He has a wide range of experience in real estate, finance and technology. With Master’s degrees in science and engineering from the University of Iowa and the University of Florida he worked for a diverse engineering and technology firm where he managed data products in banking, geographic information systems and environmental services.

As founder and CEO of Impulse Monitoring in Columbia, MD with his physician brother, he built a medical and services and reporting company that grew to more than 300 employees in 20 states before merging into a billion-dollar medical technology firm, Nuvasive.

He has a passion for start-ups and has assisted angel rounds and early stage companies in real estate, insurance, cyber security and coatings technologies. He led the adaptive reuse of a hundred-year-old historic power plant at the former Gunther Brewery on Brewer’s Hill in the Canton neighborhood of Baltimore that now operates as the restaurant, Gunther & Co.

Steven D. McCleaf

Steven D. McCleaf is the President of Langley Realty Partners, LLC. He oversees the day-to-day operations of Warfield at Historic Sykesville, including all development, construction, and property management activities.

Mr. McCleaf has over 20 years of real estate investment and development experience. He has managed all stages of the development process including site selection, due diligence, feasibility analysis, design coordination, entitlement, project finance, development operations, and construction. Mr. McCleaf has has been directly responsible for the acquisition, development, and construction of over 3,000 units valued in excess of $700 million and has been involved in the deals involving thousands of additional units with a total value in the billions of dollars.

Although Mr McCleaf’s primary focus is on the acquisition, development, and construction of multifamily housing and mixed-use projects, he has significant experience in property management, asset management, and multiple aspects of real estate advisory. In addition to his expertise in the multifamily space, Mr. McCleaf has noteable experience in the homebuilding business and with the workout, restructuring/recapitalization of distressed real estate assets.

Mr. McCleaf founded Langley Realty Partners, LLC in 2008. Langley was founded as both a vehicle to invest in real estate and provide fee-based advisory services including land acquisition and development, property management, asset management, stabilized property acquisitions, construction management, financing and brokerage services. Langley has consulted with a wide variety of clients in the acquisition, development, and management of multifamily and mixed-use properties. Areas of expertise include adaptive reuse and urban/suburban redevelopment opportunities, as well as distressed and other special situations. Recently, Langley became more engaged in the institutional advisory and brokerage business by aligning with Colliers International, a large international real estate advisory firm.

Prior to founding Langley, Mr. McCleaf was a Regional Partner for Lane Company. He oversaw the firm’s multifamily acquisition and development activities in the DC Metro region. Before joining Lane, Mr. McCleaf opened the DC regional office as Regional Vice President for Gables Residential Trust, an NYSE-traded REIT. Mr. McCleaf was responsible for all acquisition, development, and construction activities in the DC Region and was the senior executive officer in charge of regional administrative and operational oversight. Mr. McCleaf was the driving force in in establishing Gables’ presence in the DC market.

Prior to Gables, Mr. McCleaf was a Vice President with Toll Brothers, an NYSE-traded home builder. While at Toll Brothers, Mr. McCleaf played an instrumental role in starting the company’s multifamily division, including creating both a construction organization and a property management organization. Mr. McCleaf got his start in the multifamily space prior to joining Toll Brothers when he worked for the Clark Realty Group, an affiliate of nationally renowned general contractor Clark Construction Group.

Upon graduating from college, Mr. McCleaf spent five years with predecessors of Wells Fargo, He worked on the restructuring and management of distressed real estate loans and property. Having grown up in the construction business, Mr. McCleaf also remained involved in a family homebuilding business and during college and through graduate school.
Mr. McCleaf received a BBA from the College of William and Mary and an MBA from the Darden School of Business at the University of Virginia. Mr. McCleaf was previously a member of the Urban Land Institute and served on both the Urban Development/Mixed-Use Council and Multifamily Council. He was also previously affiliated with the National Multi-Housing Council (NMHC). Mr. McCleaf holds real estate licenses in the Commonwealth of Virginia and State of Maryland.
